James had started his third term as Mayor of Harrisburg, Oregon, at the time of his death. He had served several years on the school board and council before becoming Mayor. He had operated a hardware store and at the time of his death was Vice-President of the Harrisburg Bank and Chairman of the Board of the Lebanon Bank and a member of the Board of the Citizens Bank of Albany, Oregon. He was a past Worthy Patron of Eastern Star and Past Master Masonic Lodge of Harrisburg.
James married Amber Sophia Hitchcock on 15 Feb 1921 in Vancouver, Clark, Washington U.S.A.. Amber (daughter of Clarence Wallace Hitchcock and Maria Curtis Holdeman) was born on 30 Jun 1902 in Wilton, North Dakota U.S.A.; died on 06 Jul 1977 in Salem, Marion, Oregon U.S.A.; was buried on 09 Jul 1977 in Rest Haven Memorial Park, Eugene, Oregon U.S.A..
